\ While 'in a cold shutdown condition during the conduct of Instrument Surveillance Procedure F-ISP-3-2 titled " Reactor Lo-Lo/Lo-Lo-Lo Water Level",

instrument 02-3-LIS-72D did not trip at a 1cvel corresponding to equal to or greater than minus 38 inches. The instrument tripped minus 47.3 inches which is contrary to the requirements of Technical Specification Appendix A, Paragraph

3. 2.2 and Table 3. 2-2.

Since the other three instruments with redundant function (02-3-LIS-72A, B and C) had been tested immediately prior to this discovery, with satisfactory results, and the plant was in a cold shutdown condition not requiring emergency core cooling systems to be operabic, the event did not represent any hazard to the public health and safety. -

The instrument was immediately recalibrated, with satisfactory results, utilizing F-ISP-3-2. To assure continued satisfactory performance of the instru-ment, the surveillance testing was increased to weekly. On May 21, 1979 a re-test of the instrument was successful. On May 23, 1979 the instrument again failed the referenced surveillance test and the switch contacts did not open.

At this time the instrument was replaced with a new unit, calibrated, and suc-cessfully tested. Retest of the instrument on a weekly basis will continue until satisfactory performance has been demonstrated over a significant time period.
