MILLSTONE UtlIT N0. 2 S METCH PO!iER REQUEST By letter dated December 15, 1978, Northeast Nuclear Energy Company (NNECO) requested authorization to operate Millstone Unit No. 2 at an increased thermal power level of 2700 telt. Approval is requested concurrent with the next cycle reload with reactor startup currently scheduled for May 15, 1979.

The technical review of this 5 percent increase in power level is presently scheduled to be complete by April 9,1979.

As part of our review, we are considering the licensee's past capability to safely operate the Millstone units.

In this regard, an IE evaluation of NNECO past management performance and a discussion of any outstanding inspection items related to safe plant operation at a stretch power level is requested.

In order to be compatible with our review schedule, such an IE evaluation would be needed by February 9,1979.
