While in a cold shutdown condition, during the conduct of Instrument Surveillance Procedure F-ISP-89 titled " Suppression Chamber / Reactor Build-ing Vacuum Breaker Isolation Valve Differential Pressure Switch Instrument Functional Test", the Technicians performing the test noted that a test point in the procedure was in error. The procedure was immediately corrected however, investigation revealed that earlier surveillance was conducted utilizing the procedure containing the error. Further investi-gation indicated that while the Technicians performing the earlier test accomplished the work in the proper manner they had failed to take the action required to correct the test point set forth in the procedure.

Technical Specification Appendix A, Paragraph 6.8.A requires the imple-mentatior of procedures to control surveillance tests and certain other "

work. Contrary to these requirements, the earlier conduct of the sur-veillance test requirements satisfied by F-ISP-89 was performed by devi-ating from an approved procedure by changing the input signal to a dif-

ferent test point and no action was taken to correct the procedure.

! The required surveillance was conducted properly and the event did not represent any hazard to the public health and safety. The reactor was l in a cold shutdown condition.

i As noted above, the procedure was immediately corrected and the l surveillance successfully completed. In addition, Operations and Instru-j mentation and Control personnel will be counseled in adhering to our pro-

! cedural requirements for both temporary changes and procedure revisions.
