During normal operation, Operations Personnel noted that the Drywell Atmospheric Sample Isolation Valve 27-SOV-123B, did not indicate open.

Investigation revealed a blown fuse due to a shorted valve solenoid. The valve fails in the closed position on loss of electric power and in addition the other isolation valve in the same sample line (27-SOV-123A) was placed in closed position and verified shut on a da ly basis as required by Technical i

Specification Appendix A, Paragraph 4.7.D.2.

Following replacement of solenoid, the valve operated properly until March 6, 1979 at which time t:ie solenoid again shorted and blew its control power fuse.

Again the other isolated valve in the same line was placed in the closed position and verified closed on a daily basis in accordance with the specification referenced chove.

Since several other drywell atmospheric sample streams are availabic for service, this sample line will renain isolated until the next scheduled plant shut down which will allow replacement of the entire valve. hhen the valve replacement has been completed and the precise nature of the failure has been determined, a follow-up report will be submitted.
