Dear Mr. Reid:

You,- February 26, 1980 letter titled, "NRC Requirements for the Continued Upgrade of the Rancho Seco Auxiliary Feedwater (AFU) System" required that the District, on loss of all AC power (offsite and both diesel generators), station an operator at the AFW flow control valves.

The District's response of March 18, 1980 agreed to such a procedural requirement.

Auxiliary Feedwater System Operating Procedure A.51 was modified to address this operating mode in detail. The Plant Review Committee (PRC) and the Management Safety Review Committee (MSRC) dic not approve the procedure change. Both the PRC and the MSRC determined that such action would be inappropriate because: a) approval would imply that Rancho Seco can be safely shutdown without offsite power and without both diesel generators (two active failures), and b) this action sould be inappropriate for a single failure.

Rancho Seco was designed to satisfy the single failure require-ment for power supplies of General Design Criteria (GDC) 34 of Appendix A to Title 10 of the Code of Federal Regulations, Part 50.

Implication that Rancho Seco can be safely shutdown in situations beyond tnese boundaries is not prudent.

The Rancho Seco Auxiliary Feedwater System has been reviewed

everal t'mes during the last year. These extensive reviews by both the Inspection and Enforcement Srancn and your staff recognize the many qualities which make the Rancho Seco System very reliable within the boundaries of coth the design criteria anc the realm of reasonab y possible accidents.
