N While in a cold shutdown condition, during the conduct of Operations Surveillance Test F-ST-76J19 titled " Smoke and Heat Detector Functional Tests - South Emergency Switchgear Room", the fire door between the North and South Emergency Switch Gear Rooms failed to close as the result of an automatic close signal from the total flooding carbon dioxide system.

The testing was,being conducted to satisfy the requirements of Technical Specification Appendix A, Paragraph 4.12.E.1.

The door was immediately mar.ually closed and tagged with ins, ructions to keep the door closed except as required for passage until repairs could be effected.

Since the event occurred during cold shutdown conditions and the door was administrative 1y maintained closed, the event did not represent any hazard to the public health and safety.

Following repairs, which included lubrication and adjustment of the door and its closing mechanism, proper operation of the door was verified by successful completion of Operations Surveillance Test F-ST-76J19.
