The Commission has issued the enclosed Amendment No. 61 to Facility Operating License No. NPF-1 for Trojan Nuclear Plant. The amendment consists of changes to the Technical Specifications in response to your application dated April 22, 1977, as amended March 20,1979 and supplemented December 28, 1979 and February 5,1981.
The amendment revises the inservice inspection program. This letter, together with the related enclosed Safety Evaluation, also approves the inservice inspection program for the Trojan Nuclear Plant and grants relief where appropriate.
The relief granted herein expires on May 20, 1986, and supersedes the interim relief granted with respect to inservice inspection by our letter to you of June 10, 1980. The provisions of the June 10, 1980 letter remain in effe et with respect to your inservice testing program (IST) for pumps and valves. Consideration of your IST program will be the subject of a separate licensing action.
The enclosed Safety Evaluation sets forth those items for which relief has been granted, or granted subject to alternative examinations or conditions. This relief is based on our review of the information you submitted to support your determinations that certain ASME Code requirements would be impractical for your facility. We have deter-mined that the granting of this relief is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest.
In making this determination we have given due consideration to the burden that could result if these requirements were imposed on your facility. We have determined that the granting of this relief does not involve a significant increase in the probability or consequences of accidents previously considered nor a decrease in safety margin; and thus, does not involve a signifi-cant hazards consideration. Furthemore, we have detennined that the granting of. this relief from ASME Code requirements does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. We have concluded that the granting of this relief is insignificant from

i the standpoint of environmental impact and pursuant to 10 CFR 51.5(d)(4) that neither an environmental impact statement nor a negative declaration and environmental impact appraisal need to be prepared in connection with this action.
