John G. Davis, Acting Director Office of Inspection and Enfore.ement SUBJECT-COMMISSION PAPER - TASK FORCE ON OPERATIONAL DATA IE supports the general provisions of the subject paper prepared by MPA.

However, we are concerned about the proposal to place the agency-wide group under NRR.

We believe the agency-wide group should not be in a line Office having prime responsibility for implementing recommendations arising from the group's activities.

Although some of the group's recomendations could affect Standards Development and Research, we believe that either SD or RES would be a much better choice than NRR or IE for placement of the agency-wide group.

One other matter concerns us.

The agency-wide group needs some " leverage" for the products of its reviews.

This might be provided by explicit involvement of AC.'.S in the process.

Other devices might be available to provide this " leverage," but it appears to us that ACRS is capable and available expeditiously.
