TASK FORCE ON OPERATIC 11AL CATA ANALYSIS NiD EVALUATICN I am forming a Task Force to examine acerational data analysis and evaluatien activities within NRC.
I want the Task Force to concentrate on definino near term acticns which will permit NRC to make the best use of the existing data base and data systems.
Priority shoulc be given to defining actions that will establish a structured analytical precess to identify potential safety concerns prcmptly from the data.
The fccus should be en operational ca:a fecm pcwer reactors, althcush the possible applicability of recermendaticns from tais Task Fcrce to data frcm other licensed facilities snould be recognized.
The Task Force should addre:s the folicwing:
methces to improve the review, systematic analysis and evaluation of ocerational data witnin NRC; and accroaches to highlight the res;cnsibility and strengthen the capability of the licensing and inspection offices :0 be aware of and react promptly to po:cntial safety cencerns in the data.
The Task Force shculd consider factors such as the integration of all cata sources (e.g. inspection data as well as licensee furnished data), the volume of data handled, changes to or creation of office procecures, and office resources that snould be devoted to operaticnal da a gathering and analysis.

Hcwever, operational data gathering in general is a topic outside the scope of this Task Force.
Based on my discussions with you, I have decided to appoint Dcnald K. Davis, NRR, as Chairman of the Task Force.
Members will be Dennis M. Crutchfield, NRR, William A. Nixon, NFGS, Dudley Thompson, IE, Robert J. Budnitz,,RES, Manuel S. Medeiros, SD, and Richard A. Hartfield, MPA.
As a first step, I want the Task Force to develop for my approval an expanded charter and schedule of activities that will lead to definition of near term actions by early May.
I will send this informatien to the Ccamission next week.
