SUBJECT:
OPERATIONAL DATA ANALYSIS AND EVALUATION FOR NUCLEAR POWER PLANTS I received your May 24, 1979 note requesting my concurrence by May 29, 1979 with a draft Commission paper recomending action to improve NRC's review and evaluotion of operational data.
I concur with your draft paper.
However, I suggest that the first complete sentence on page 2 be made more specific as follows:
"I also recomend that the agency-wide group report to tne Director, NRR, with the understanding, of course, that while accountable to the Director, NRR, the agency-wide group would respond nonpreferen-tially to the requests of all offices."
This clarification is recommended to assure that the agency-wide group functions with a charter directing the group to meet all agency needs without prejudice.
Such a charge is indispensable if Option 3 is to capture an ingredient perceivcd essential by the Task Force, namely, independence of perspective.
