SUBJECT:

PROPOSED COMMISSION PAPER ON THE TASK FORCE ON OPERATIONAL DATA 1.

While I concur with the selection of Option 3, I do not concur to the location of the agency-wide group in NRR.

It is impera-tive that such a group can be located outside the inspection and licensing operation, in order to have the proper independence of views, skepticism and appropriate visability.

2.

In regard to the proposed memoraridum of implementation, I quite agree with the recomendation; however, I would propose that the imediate implementation be changed to 30 days to allow time for adequate planning.
