Subject:
RECOMMENDATIONS ON OPERATIONAL DATA ANALYSIS AND EVALUATION FOR NUCLEAR POWER PLANTS (TASK FORCE REPORT)
Puroose:
To obtain Commission approval of actions designed to improve NRC's review and evaluation of operational data.
Discussion:
On April 19, 1979 a briefing on Operational Safety Data Gathering rnd Analysis was given to the Commission.
I began the briefing by indicating that I would form a Task Force to review and make reccmmendations on operational data analysis and evaluation.
The Task Force has now completed its assignment and presented its report to me (Enclosure 1).
The report (Section VI, page 36) lists recommended immediate and follow-on actions to improve NRC's review and evhluation of operational data.
The cognizant Office Directors and Task Force members met with me on May 18, 1979.
General agreement on the main thrust of the Task Force report exis"ed.
Accordingly, I have directed the Office Directors to implement the recommended immediate actions (Enclosure 2).
Since the follow-on actions require significant outlays of manpower and establishment of organizational entities, Commission approval is request

,, Recomendation:
In particular, with respect to follou-on actions #2 and #3, I am recomending that the Comission approve Option 3.
This option would create a full-time agency-wide group to perform analysis and evaluation of power reactor data in coordination with dedicated individual groups within the program offices.
This arrangement would provide checks and balances plus a measure of independence.
I also recomend that the agency-wide group report to the Director, NRR, with the understanding that, while accountable to the Director, NRR, the agency-wide group would respond nonpreferentially to the requests of all offices.
The actions recommended are compatible with the Commission's response to the recent GA0 Report on the same general subject (my implementing letter is at Enclosure 3).
NUREG-0560, the Staff Report on the Generic Assessment of Feedwater Transients in Pressurized Water Reactors Designed by the Babcock and Wilcox Company, also recomended development of means to assess the significance of operating data.
Coordination:
All offices concur in the reccmmendation to approve Option 3.
NRR, SD, and MPA concur in the recomendation that the agency-wide group report to the Director, NRR (NRR and MPA agree with SD comments (Enclosure 4) concerning the independent agency-wide perspective such a group mus',have).
RES does not concur with locating the agency-wide group in NRR.
RES feels that the agency-wide group must be located outside the inspection and licensing operation in order to have the proper independence of views, skepticism and appropriate visibility.
IE also is concerned with placing the agency-wide group under NRR.
IE would suggest SD or RES as a better choice.
IE also feels that leverage for the group is rcquired and should be obtained by the explicit involvement of ACRS in the process.

. NMSS feels that its needs are sufficiently different from nuclear power plants so that it can handle operational data analysis as described in Appendix B to the Task Force Report.

If the paper is of such a nature that it requires additional time for analytical review and comment, the Commissioners and the Secretariat should be apprised of when comments may be expected.
