IMPLEMENTATION OF DNEDIATE ACTIONS TO IftPROVE' NRC'S REVIEW AND EVALUATI0fi 0F OPERATIONAL DATA The Task Force on Operational Data Analysis and Evaluation recently submitted its report, including recommended actions to improve NRC's review and evaluation of operational data.

In my meeting with you and the Task Force on May 18, 1979, general agreement with the main thrust of the Task Force Report was expressed.

Accordingly, I am directing you to implement the immediate actions recommended by the Task Force.

Specifically, you shall:

l.

Designate a single member of your management with authority to implement imediate actions and provide liaison for the follow-on activities.

Please notify me of the person so designated.

2.

Immediately initiate the analysis and documentation functions outlined in the Task Force Report in an effective way, centralized within your office to the degree possible, but in any event dedicated to this one task.

3.

Survey your office as to past analyses of operational data.

These analyses should be screened and disseminated to all interested NRC offices.

Ar.y recommended actions should be p. ioritized for implementation and for-warded to the appropriate program office for action.

4 Give prompt management attention to more effective dissemination and implementation of recomended actions resulting from analyses of operational data and to the verification of such implementation.

These short-term measures should be designed to lead smooph)y to longer-term imp rovements.

Those Listed W 5W MPA shall promptly upgrade the activities of data gathering, categorization, logging, preliminary screening, and early dissemination.

MPA shall manage-these activities.

Effective immediately, each office gathering operational data is responsible for (1) assuring that MPA receives copies of that data, and (2) screening the data for early dissemination of significant data prior to detailed analysis.

NMSS shall institute the process described in Appendix B of the Task Force Report for its licensed facilities.

Please keep me informed on the, status of implementation of these directives.
