The control rod manipulation incident which occurred at Quad-Cities

These operations, when conducted improperly, have potc=tial for affecting fuel clad integrity, unnecessarily increasing the gaseous radicactive caterial released and increasing plant personnel Consequencly, in your reply, you should describe in particular, exposures.

As you are aware, fro:a the " Criteria for Determining Enforcement Action" which were provided to you with our letter dated December 31, 1974, the enforec=ent actions available to the Co=sission in the exercise of its regulatory responsibilities include administrative actions in the form of written notices of violation, civil monetary penalties, and orders pertaining to the codification, suspension or revocation of licenses. After careful evaluation of the items of nonce =pliance identified in Appendices A and B, and in light of the significance and repetitive nature of the items of noncompliance, this office proposes to impose civil, penalties pursuant to Section 234 of the Atenic Energy Act of 1954 as amended (42 USC 2282) and 10 CFR 2.205 in the cumulative amount of $25,000 as set forth in the Notice of

Proposed Imposition of Civil Penalties enclosed herewith as Appendix D.

The information in Appendices A and C concern a subject matter which

'is. exempt from disclosure according to Section 2.790 of the NRC Rules of Practice, Part 2. Title,10. Code of Federal Regulations. Conse-quently, our report of the July 21-23, 1975 inspection (050-254/75-12, 050-265/75-12), the enclosed Appendices A and C of this letter, and your response to the items listed in Appendix A, vill not be placed in the Public Docu=ent Poom.

We wish to reiterate the necessity of tMng prompt management action to assure' full compliance with NRC requirements in the future. We plan to continue to conduct unannounced inspections to determine whether such action has been taken. Our findings and your reply to this letter' vill provide a basis to detersine whether any further enforce =ent action is called for, such as additional civil penalties or suspension, modification or revocation of any of your licenses.
