Upon discussien of this event en August 15, 1978 with Mr. Haverka=p cf your staff, it was brcught to Met-Ed's attentien that the reporting require-ment (Technical Specificatien 6.9.2.3(2) is, per Regulatery Guide 1.16, intended for the reporting of equip =ent failures leading to operation in a degraded mede per=itted by a limiting condition for cperations.

The tilt occurred as a result of reducing pcver to 65% full power te perform turbine step valve testing; net as a result of equipment failure.

Therefere, based en Mr. Haverka=p's clarificatien, the subject event need not be reported, and like Occurrences in the future vill net be reported.
