Dear Governor Dalton:

Your November 5,1979 letter to me requested that the riuclear Regulatory Com-mission reconsider its decision to delay licensing of tne second nuclear unit at the North Anna facility in Louisa County, Virginia.

Fur.ner, upon suc. recon-sideration, you asked for rescission of a licensing moratorium as it a:: lies to North Anna II.

The Commission currently has before it for consideration a policy statement setting forth the couree it intends to follow in adapting its licensin; process to include implementation of recommendations of investigations of the inree Mile Island accident.

I expect that, as finally issued, this policy statement will plants such as North Anna II, including reouests to allow p testing in advance of implementing TMI-related recommendations.
