Dear Mr. Coleman:
Your November 23, 1979 letter to me expressed concern about delays in licensing of the second nuclear unit at the North Anna facilit;" in Louisa County. Vircinia.
The Commission currently has before it for consideration a policy statement setting forth the course it intends to follow in adapting its licensinc process to include implementation of recommendations of investigations of the Three Mile Island accident.
I expect that, as finally issued, this policy statement will address the question of resumption of licensing of completed or nearly completed plants such as North Anna II, includinc requests to allow pre-operational testing in advance of implementing TMI-related recommendations.
As the Com-mission is giving this matter the highest priority, this statement should be promulgated shortly.
You will be provided a copy promptly.

On November 5, 1979, Governor John S.
Dalton wrote you concerning the status of the licensing of North Anna Unit No.
2.
In addition, Virginia State Ccrporation Cc=missioners Junie L. Bradshaw, Preston C.
Shannon, and Thomas P.
- Harwood, Jr.,
expressed their concern to you in a telegram on November 8, 1979.

Your staff has not formally responded to VIPCO's August 24 and October 25 submissions regarding North Anna Unit No. 2 and you have. not responded to either inquiry from State officials.
5.
It has been estimated that each mon:h 's delay in the licensing of North Anna Uni: No. 2 will ces: VIPCC a least S12 million in higher costs for alternate fuel.
This loss cannot be recovered when North Anna Uni: No. 2 finally is licensed.
Reasonably incurred increased costs of fuel are passed on to customers in Virginia by cur State Ccrporatier Commission.
VIPCO's customers, thus, face the possibili:3 cf paying millions of dollars in rate increases to ecver these added expenses.
Based on my investigation, 1: seems tnat a genera-moratorium has been placed on the review cf new plant licensing applications, and that VIPCC's application for authority to operate North Anna Uni: No. 2 is receivine no review at all.
If a general mora:Orium on the review of new plant applications is not the policy of the Commission, then I would urge you to respond to VIPCC's October 25 c""
'ssion and expedite the review of VIPCC's North Anna Uni: Nc. 2 license application.
