3 It has been proposed that this study be continued. A suggested program for the follow-on phase is given in the enclosed draft 189.

A meeting with ORNL in Bethesda is planned for the near future to l

discuss the progra::: plan. Your participation and cocr::ents are desired. Notice of the meeting date and place will be sent to you later this week. Tentatively, I am hoping to arrange for a meeting in Bethesda on 'Jednesday. April 18.

ORNL/TM 10/80 19 WORK SCOPE: There currently do not exist generally acceoted criteria for safety-related operator actions. Data and scientific analysis of operator reliability in a nuclear power plant environment sufficient to support final criteria will come only as the result of a comprehensive human factors research program, and will not be available in the near future.

In the meantime, there is a need for specific, consistent and reasonably conservative criteria to serve as guidelines for design, safety assessment and licensing.

This program is designed to supply NRC with data, information and analysis useful for assessing proposed interim criteria (such as the current draft version of ANSI N660 developed by ANS working groups) and/or establishing alternative criteria. The program tasks have been selected to provide results that are directly aoplicable to the interim criteria on a near-term basis. Mcwever, they are felt to be essential elements of a comorehensive 'ong-term program wnich coulc be carried out in tne future.

A three phase program is planned. The first phase is a oreliminary background study which includes an assessment of the availability and acclicability of existing operational (field? data on safety-related operator actions. This 4

(Cont'd) phase was initiated in July, 1978 and completed in February,1979 Results indicated that phases 2 and 3 should be undertaken. The second phase includes collection and analysis of field data including operator surveys and interviews as well as event histories. The results of the field data collection should be l

useful for a preliminary assessment of existing criteria.

The thi rd phase involves simulator calibration studies and a concentrated simulator experiment program.

In the calibration studies, selected simulator experiment will be performed and compared or " calibrated" to actual event data. This calibration will provide a firmer basis for extrapolation of the results of simulator experiments to operational conditions.

This proposal is written to describe work planned through the end of FY 1979, which does not complete the end of phase two - field data collection. The bulk of the work in phases two and three will be accomplished by subcontract with the Center for Nuclear Studies (CNS) at Memphis State University.

Contacts during the preliminary assessment indicated they have a staff with the unique combination of expertise required for this work.

RELATIONSHIP TO OTHER PROJECTS: Simulator studies of operator actions are on-going under EPRI direction and in a project sponsored by Westinghouse. The scope and purpose of these studies are quite different from the work proposed here. However, every effort will be made to derive applicable data from these studies.

Studies of LERs sponsored by NRC are on going at lowa State University. Again, the purpose and scope of that study is quite different from this program in that the towa study is reviewing the documents as part of an overall risk assessment effort. The examination of events for the study proposed here will concentrate on safety-related operator action and specifically on data needed for assessing " time criteria" for operator action.

TECHNICAL ACCOMPLISHMENTS IN FY 1979: The preliminary study has been carried out which determined the availability of applicable field data. This included a detailed review of the currently proposed N660 criteria, familiari:ation with accident events and required operator actions of concern, examination of sources of documented events (e.g., LERs) and visits and discussions with operating site personnel. Methods for further collection of field data were outlined. A summary of initial data and information collected applicable.to N660 and availability of additional field data was presented to NRC, and a written re;or' is being published as an ORNL/TM.

EXPECTED RESULTS IN FY 1979: Methods will be developed and imolemented to collect field data. Analysis of the field data, including survey and interview results, will be carried out to provide input for NRC preliminary assessment of existing j

80421 23 EXPECTED RESULTS IN FY 1980: Development and/or adaptation of methodology for calibrating simulator experiments to field data will be completed, and I

calibration experiments will be carried out.

The purpose of the calibration effort is to establish the correspondence between simulator results and field data.

Resul ts of more extensive simulator experiments can then be more readily l

extrapolated to the operatienal environment. The calibration effort involving methodology development, simulator experiments and analysis of experiment results will be completed by the end of FY 1980.

The program of simulator studies will be initiated in FY 1981 and continued until completion of the project in FY 1981.

Every effort will ce made to make maximum use of on going simulator studies with applicable data, e.g.,

the existing EPRI-sponsored program and the proposed Westinghoo;e program.

However, it is anticipated that additional experiments will be necessary to meet NRC's needs for independent data collection and assessment dealing specifically with proposed criteria.

EXPECTED RESULTS BEYOND BUDGET YEAR: Simulator experiments will be completed in FY 1981, followed by completion of analysis of the experiments and documentation of the complete program results. Final data on operator response criteria will be provided.
