RESPONSE TO OSD REQUEST FDR RESEARCH ENTITLED
" SAFETY RELATED OPERATOR ACTION" (SD TASK i RS 708-5)
This memorandum is in response to your request of January 6,1978 (Enclosure 1) asking the Office of Nuclear Regulatory Research to initiate a research program for the purpose of generating informa-tion and data that could be used as the basis and rationale for developing " Criteria for Safety Related Operator Actions." The purpose of this correspondence is to inform you of the actions that have been taken toward meeting the objectives outlined in your research request and to obtain your agreement on the formulated research project.
In cooperation with G. Wrobel D. H. Beckham and J. L. M11hoan from OSD and S. Newberry and A. Ignatonis of HRR, we have developeri a plan for a research program responsive to your request. The research plan includes a preliminary assessment Phase A which would cover:
(1) a review of ANSI N660 to gain familiarization with accident events and required operator actions, (2) the collection and examina-tion of data for pertinent accident events (3) the discussion of selected events with plant operators and supervisors, and (4) the evaluation of this data in order to develop safety related operator action criteria. This phase would take about six months to accomplish.
A sum.ary report would be issued at the end of this phase. Subsequent phases to further develop the criteria by added field data collection and final validation of the criteria by simulator experiments have been proposed for FY 1979 and 1930. An assessment of Phase A results would be made with the participation of OSD and NRR and a determina-tion be made at that time whether to proceed with the subsequent simulator phase of this research.

A proposal concerning this research progrun has been developed and submitted by Oak Ridge National Laboratory (ORML) after a meeting and discussion with cognizant individuals from OSD and NRR. A copy of the project proposal is enclosed (Enclosure 2). This proposal N
has been reviewed by both OSD and NRR cognizant individoals and found to be responsive to the objective (Enclosures 3 and 4).
A copy of the RES project brief for initiating the prog *am of rtsaarch with ORNL is enclosed (Enclosure 5). The project brief assumes the study will bs started June 5,1978 and Phase A be completed by December 30. The funding level for Phase A is $60,000. Quarterly progress reports and a sunnary report are required to be submitted to NRC.
Your request has been assigned to the Research Support Branch, Division of Reactor Safety Research, for the implementation and management of this research riend. The RES technical centact for this work is William S. Famer (427-4272).
