SAFETY-RELATED OPERATOR ACTION 0120 The Office of Standards Develooment requests RES to initiate research_ cagMinc cost-accident coerator action timei, in support of SD Task # RS 708-5.
..te results of this research will be used to evaluate the operator action time criteria specified in the proposed ANS Standard N660, " Criteria for Safety-Related Ooerator Action".
Background
The ANS Standard N650 prescribes criteria by which to evaluate the acceptability of performing safety, related operator actions during the mitigation of certain design basis events, based on the number and timing of the actions required. Although it appears that the proposed standard is reasonably conservative, it suffers from lack of a real data base.
Presently, there is no compiled data available by which to judge the conservatism of the operator action times proposed in the standard. The availability of such data is considered essential for providing the basis from which to proceed in the development of Regulatory guidance specifying

allowable operator action times.
Proposed Preliminary Plan During conversations between G. Wrobel and J. Milhoan of my staff, and W. Farmer of your staff, it appeared that RES might be able to provide research funding for a review and compilation of operator action timing data which might be extracted from Licensee Event Reports and similar reports.

It would be most useful to have some compilation of da*a in this area by the third calendar quarter of 1978. This would allow the results to be factored into NRC comments on the ANS N660 standard, which should be revised by +.he end of calendar year 1978.
