ACCEPTANCE REVIEW OF LOUISIANA ENERGY SERVICES, LLC, DOING BUSINESS AS URENCO USA LICENSE AMENDMENT REQUEST 19-004 REQUEST FOR APPROVAL OF EMERGENCY RADIO COMMUNICATIONS IMPROVEMENTS (ENTERPRISE PROJECT IDENTIFIER: L-2019-SPR-0004)

Dear Mr. Medina:

By letter (LES-19-082-NRC) dated May 29, 2018, (Agencywide Documents Access and Management System [ADAMS] Accession No. ML18360A180), Louisiana Energy Services, LLC dba URENCO USA (UUSA), submitted a request to the U.S. Nuclear Regulatory Commission (NRC) for review of changes to radio frequency systems in areas containing classified information require NRC and U.S. Department of Energy (DOE) approval. The DOE and NRC staff performed an acceptance review of your application to determine if the application contains sufficient technical information to allow the staff to complete the detailed technical review.

The purpose of this letter is to advise you, based on the NRC staffs acceptance review, the application does not contain sufficient technical information. The information needed to continue the NRC staffs review is described in the enclosures of this letter as a Request for Supplemental Information (RSI). The RSI generally fall into requesting information with the proposed changes to the radio system currently used for emergency communication.

The NRC staff requests a clarification visit on July 12, 2019, along with DOE staff to provide UUSA with the opportunity to discuss the RSI and to establish a final resolution that any supplemental information will be submitted to support the NRCs timely review. If the staff accepts the application for review based on supplemental information UUSA will be advised of the review schedule by separate correspondence.

Documents transmitted herewith contain Official Use Only Security-Related Information. When separated from the sensitive conditions in Enclosures 1 and 2, this letter is decontrolled.

OFFICIAL USE ONLY - SENSITIVE INTERNAL INFORMATION The UUSA has the option to withdraw its application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 2.107, Withdrawal of application, and resubmit its application to address the deficiencies. If UUSA elects this option, the NRC requests a written response dated no later than 30 calendar days from the date of this letter documenting UUSAs decision, including the date that it expects to resubmit a new amendment application. Please note that an acceptance review will be conducted for future submittals (supplement to address the enclosure or resubmitted application).

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. The ADAMS is accessible from the NRC website at: http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Enclosures 1 and 2 contain sensitive, unclassified information and are therefore deemed Official Use Only - Security Related Information. They will not be placed in the Public Document Room, nor will they be publicly available in ADAMS.
