McCune to Jacob Zimmerman, Office of Nuclear Material Safety and Safeguards, U.S. Nuclear Regulatory Commission, Review of Louisiana Energy Systems dba URENCO USA Response to Request for Supplemental Information Regarding LAR 19-004, Emergency Radio Communications Improvements, dated October 15, 2019 In the referenced letter, Louisiana Energy Systems dba URENCO USA was approved to construct modifications to the Emergency Radio Communications system as identified in LAR 19-004 with the requirement that onsite testing would be performed in the presence of the Department of Energy (DOE) personnel prior to authorization to operate.

During the recent Nuclear Regulatory Commission (NRC) Region II URENCO USA INFOSEC inspection, at the request of DOE, NRC personnel performed the required onsite testing and inspection of the installed Emergency Radio Communications system upgrade. Satisfactory operation of the system upgrade was observed; however, the walk-down of the physical installation identified an antenna that did not comply with the minimum separation requirement. A review of this item by the DOE Subject Matter Expert has determined the separation achieved by the installation is acceptable.
