Request for Approval of Emergency Radio Communications Improvements (LAR 19-004)

1. Guidance on Use of Wireless Devices in Areas Having U.S. Department of Energy Accredited Classified Networks, dated December 2, 2013, (IN 00107-NRC)

Reference 1 notified Louisiana Energy Services (LES), dba URENCO USA (UUSA) that changes to radio frequency systems in areas containing classified information require NRC and DOE approval. UUSA plans to make a change to the radio system currently used for emergency communication and herewith requests NRC approval.

Currently, handheld radios are not effective for emergency communications in some areas inside the main process buildings at UUSA. In order to improve the usability, UUSA plans to extend the operation of the tower mounted site radio repeater such that the repeater can receive and transmit inside the process buildings. A detailed description of this change is contained in Enclosure 1. The equipment specifications for the new components are contained in Enclosure 2.

Enclosures 1 and 2 contain Security-Related Information and disclosure to the public could present security vulnerability. Accordingly, UUSA requests that these enclosures be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1 ). The Enclosure 3 affidavit supports this withholding request.
