LOUISIANA ENERGY SERVICES - U.S. NUCLEAR REGULATORY COMMISSION APPROVAL TO USE EMERGENCY RADIO COMMUNICATIONS IMPROVEMENTS (ENTERPRISE PROJECT IDENTIFIER: L-2019-SPR-0004)
Dear Mr. Padgett:
By letter (LES-19-082-NRC) dated May 29, 2019 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML19155A148), Louisiana Energy Services, LLC, doing business as URENCO USA (UUSA), requested the U.S. Nuclear Regulatory Commission (NRC) approval of improvements to the current emergency radio communication system.
The NRC staff, in coordination with subject matter experts from the U.S. Department of Energys (DOEs) Nuclear Energy Oak Ridge Site Office and DOE headquarters, conducted the review of your installation during the Region II URENCO USA INFOSEC inspection. Satisfactory operation of the system upgrade was observed, as the improved emergency radio communication system does not interfere with the areas containing classified information. The DOE Subject Matter Expert has determined the separation achieved by the installation is acceptable. Based on the results of this review, and as recommended by DOE in the enclosed approval letter (ADAMS Accession No. ML20310A064), the NRC staff approves the entire installation for emergency radio communications as intended.
This letter should be maintained on site as a permanent record of NRC authorization for UUSA to allow this emergency radio communication system to be used in the closed area. The NRC must be notified of any changes to this system for additional review and approval.
This completes action on your request. Enterprise Project Identification No. L-2019-SPR-0004 is considered CLOSED.
In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter, and the non-sensitive conditions in the license will be available electronically for public inspection in the NRC Public Document Room and ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. The sensitive conditions in the license will be withheld from the public.
