R. Medina UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 October 24, 2019 Mr. Scott Diggs, Acting Manager Licensing and Performance Assessment Louisiana Energy Services, LLC P.O. Box 1789 Eunice, NM 88231

SUBJECT:

LOUISIANA ENERGY SERVICES, LLC, DOING BUSINESS AS URENCO USA, ACCEPTANCE OF EMERGENCY RADIO COMMUNICATIONS IMPROVEMENTS (ENTERPRISE PROJECT IDENTIFIER: L-2019-SPR-0004)

Dear Mr. Diggs:

By letter dated May 29, 2019 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML19155A148), and supplemented by letter dated August 7, 2019 (ADAMS Accession No. ML19225C177), Louisiana Energy Services requested approval of emergency radio communications in areas containing classified information. We find the changes acceptable. Specifically, the attached letter from the U.S. Department of Energy (DOE) documents that the authorizing official for your classified computer networks has concluded that you may proceed with installation of the proposed improvements with the stipulation that the improvements will be powered up for the minimum amount of time required for installation verification testing only (i.e., no use for communications).

We request that you notify us when installation is complete, and you are ready for onsite testing by DOE. Acceptable onsite testing results are required before authorization can be provided to operate the improved system.

Your submittal was assigned Enterprise Project Identifier (EPID) L-2019-SPR-0004. The EPID is considered closed.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, of the U.S. Nuclear Regulatory Commissions (NRCs) Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. The ADAMS is accessible from the NRC website at: http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

S. Diggs 2 If you have any questions regarding this matter, please contact me by telephone at 301-415-7506, or via email to Kevin.Ramsey@nrc.gov.
