Clearly, the.o;ran,t1'h~ of a 40 year Opera tirir.r, License for Salem Unit No. 1 ct.iri not autonatically carry with.it any sort of provision for the stora~e of fuel for 40 years, since stora~e beyonri the usual onl"l-year period was not envisioned or requested at the
