Dear Mr. Whitley:
In response to your application dated November 17, 2017, as supplemented by letter dated June 8, 2018, the U.S. Nuclear Regulatory Commission has granted the enclosed Amendment Nos. 132 and 131 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to the COL and Updated Final Safety Analysis Report (UFSAR) in the form of departures from the plant-specific Design Control Document (PS-DCD) Tier 2* and Tier 2 information.
The amendment authorizes changes to the VEGP Units 3 and 4 UFSAR in the form departures from the incorporated PS-DCD Tier 2 information and, involves changes to COL License Conditions 2.D.(4)(b) and 2.D.(5)(b). The amendment revises the License Condition 2.D.(4)(b) to allow the COL Appendix A Technical Specification 3.4.4 to be suspended during performance of the Natural Circulation test. Also, the amendment changes the Passive Residual Heat Removal Heat Exchanger test to be performed as part of the Power Ascension Testing as specified in COL License Condition 2.D.(5)(b) instead of as part of the Initial Criticality and Low-Power Testing requirements as currently specified in COL License Condition 2.D.(4)(b).
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendment is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
