SUMMARY

SMUD attendees: Dan Tallman (SMUD), Brad Gacke (SMUD), Brian Gutherman (Gutherman Technical Services), Ray Phan (TN Americas), Don Shaw (TN Americas), Karan Mauskar (TN Americas)

NRC attendees: Darrell Dunn (Senior Materials Engineer}, Hipolito Gonzalez (Chief, Renewals and Materials Branch), Wendy Reed (Chemist)

A teleconference was held between NRC and SMUD representatives to discuss the draft technical RSis and observations on the Rancho Seco renewal application, which were provided to SMUD on May 22, 2018.

The purpose of the call was to: (1) ensure a common understanding of the RSis and observations; (2) ensure that the RSis and observations are not already addressed in the current submittal; and (3) establish an appropriate response date for SMUD to respond to theRSis.

During the discussion, the NRC staff clarified draft observations 2, 3, 7, 8, 11, and 14 in response to SMUD's questions.

SMUD will provide responses to the RSis and most observations in the form of track changes in a revised electronic submittal of the license renewal application (rev. 1) by June 25, 2018.

NRC staff will add text to the final RSI and observations letter that acknowledges the timely submittal by SMUD of the Rancho Seco ISFSI license renewal application.

Observation (OBS} NRC staff clarified that SMUD should provide the comparison between the Rancho Seco sample collection protocol with that ofEPRI. SMUD needs to clarify the uncertainties of the data used in the renewal application. 1N Americas will take the action to address.

OBS NRC staff clarified that an editorial change is needed to the application in Section 3.4.4.4 that would describe the licensing basis in the context of the contents of the DSC.

OBS The NRC staff clarified that they are looking for a basis and/or reference for the depth of the beat affected zone quoted in Section 3.4.4.5.

OBS The NRC staff noted that Application Section 3.5.4.5 does not address whether lubricant deterioration affects retrievability.

OBS The NRC staff notes that, for consistency, Application Section B.3 DSC External Surfaces Aging Management Program may need to include a tollgate discussion to assess effectiveness of corrective actions and update the AMP as necessaiy.

OBS The NRC clarified that the potential use of the MP-187 transfer cask to serve as a pressure boundary for a leaking dry shielded canister (DSC) as described in the renewal application needs to be considered in the MP-187 aging management program.

SMUD informed the NRC staff that, because of the effort required to address this observation, they may defer and address as a request for additional information during the application review period.
