1. 0 INTRODUCTION SV-178 Rev. 1 Page 3 of 29 1.1 The Pressurizer Safety Valve (PSV), made and supplied by the Industrial Valve Operations o.f Dresser Industries, Incorpora-ted, for use in Pressurized Water Reactors (PWR), is sold under the trademark "Consolidated Closed Bonnet Maxiflow Safety Valve" (Model 31700).

These valves are designed and certified under Section III of the ASME B&PV Code for applica-tion in Nuclear.Power Systems. The PSV is a spring loaded safety valve with a bellows and is actuated by a rise of internal steam pressure in excess of a specified value. The principles of design are the same for all PSV's in service or intended for service in domestic PWR's. For participating utilities, Dresser has supplied PSV's for twenty-nine (29) nuclear PWR plants. A total of ninety-four (94) valves, including spares, have been supplied for these plants. Table 2 lists PSV's by utilitY, plant, valve model number, size and description. The basic valve model number is 31700. For those valves listed in Table 2, the model number has the form 317X9YA-Z, where X, Y and Z are variables. The variables X and Y in-dicate the valve orifice size. Valve orifice sizes are identified either by a number or a letter. Table 1 lists the

SV-178 Rev. l Page 4 of 29 different orifices and their designations. If the orifice size designation is a number, then X is that number and Y has no value. If the orifice size designat')on is a letter, then X is zero and Y is that letter. The dash variable z is a design interchangeability number. There are two interchange-ability numbers: -1 and -2. Within any one valve model, the variable features are: (1) Inlet size, pressure rating, and facing; (2) Outlet size, pressure rating, and facing; Variable features are listed in the description column of Table 2.

2.0 DESCRIPTION

OF THE BASIC V~.LVE MODEL 2ol Operation SV-178 Rev. l Page 16 of 29 Valve operation is similar for all 31700 model valves. A cross-section of a basic valve model is shown in Figure 1. The valve consists of a nozzle that is internally contained by an external body structure and a disc that.is held against the nozz*le seat by a mechanical force that is develop-ed by compressing a helical spring. The valve opens on an inlet overpressure transient that generates sufficient up~ ward force against the disc to overcome the resisting spring force. The valve closes when the overpressure decays to a point where the spring force is able to reseat the disc. Review Figures l, 2, 3 and 4. As shown in Section A-A of Figure 3, the valve seat is the nozzle/disc interface. The valve is held in the closed position by the spring force acting through the spindle to the disc a~ shown in Figure 2o This force maintains the nozzle/disc in~ terface thus trapping inlet steam within the inner chamber of the nozzle and disc. When the inlet steam pressure (P 9 ) reaches a predetermined point (set pressure), a vertical force is generated that counterbalances the spring force and slight leakage of steam

SV-178 Rev. l' Page 17 of 29 across the valve seat develops. This leakage is directed into the huddle chamber (Figure 3). Pressure builds up rapidly in the huddle chamber developing an addition vertical force on the disc and disc holder. This additional force in conjunction with the expansive characteristics of steam causes the valve to "pop" open to al:1!1ost full lift. Simultaneously, the steam is directed through the secondary orifice and the adjusting ring flow gap. Steam momentum and the exposure of the entire area of the disc holder to steam pressure causes the valve to continue into full lift allowing the lift stop to come in contact with the support plate. Also, steam bleeds through the clearance at the lower guide/disc holder inter-face generating an addition lifting force on the upper portion of the disc holder. When the valve is open and flowing, static and dynamic forces act as shown in Figure 4. Force F1. This vertical upward force exists due to steam flow against the disc. Force F2. This vertical upward force exists due to dif-ferent pressure forces acting on an annular area defined by the inside diameter of the disc seat and by the lower outside diameter of the disc holder. The Force F2 is controlled by the position of the lower and middle adiusting rings.

SV-178 Rev. l Page 18 of 29 Force F3* This vertical downward force exists due to spring force which is defined by set pressure times seat area plus an additional force of valve lift times spring rate. Force F4. This vertical downward force exists due to steam bleeding through the clearances between various parts (the guide/disc holder interfaces: the disc/disc holder interface: the bellows disc nut/disc holder thread interface). Force F4 is also influenced by the body bowl pressure near the upper and lower port holes in the guide. Force Fs. This vertical upward force exists due to steam bleeding through the lower guide/disc holder interface and expending into the chamber under the upper portion of the disc holder. Steam flow out of this chamber is affected by the position of the upper adjusting, by body bowl pressure near the lower port holes in the guide, and by the upper guide/disc holder interface. When the overpressure condition is relieved,.the inlet pressure in the nozzle decreases (F1, F2, Fs) allowing the spring force (F3) plus the pressure builtup at the top of the disc holder (F4) to reseat the disc thereby closing the valve.

SV-178 Rev. 1 Page 19 of 29 Adjusting rings are mechanical devices incorporated in the valve to change the distribution of forces on the disc and disc holder affect valve opening pressure, valve lift, and valve closing pressure. 2.2 Opening Pressure Opening pressure (also called set pressure or popping pressure) is that pressure where the valve disc begins to lift due to an inlet overpressure transient. Lift begins when inlet steam pressure has increased to the point where the force generated is equal to spring load. The spring load is adjusted by turning the compression screw (Figure 1, Ref. No. 9). In accordance with the ASME Section III Code, the valve opening pressure can be adjusted to be within plus or minus one percent of the required opening pressure. Opening pressure is affected by seat leakage, by the position of the lower ring, and.ambie~t temperatures. Excessive seat leakage caus~ng a* steam pressure build-up in the huddle chamber may cause erratic set pressure or a premature "pop". The huddle chamber and the secondary orifice size are defined by position of the lower adjusting ring. The lower adjusting ring eliminates simmer just prior to the valve popping to insure a sharp and distinct popping pressure. Ambient tempera-tures affect the valve normal temperature profile. Large ambient temperature transients may cause the valve to open outside the normal plus or minus one percent set pressure tel-erance because rraterial relaxation or growth affect spring force.

SV-178 Rev. l Page 20 of 29 The bellows is designed to provide the maximum huddle chamber efficiency. Reduced huddle chamber efficiency occurs only at high back pressure conditions. This could cause* the opera-tion of the valve to become sluggish if the bellows was not designed to allow the valve to be fully open at 3% accumulation. Due to its design, a bellows is a highly stressed component, and can be damaged if subjected. to very extreme adverse con-ditions or severe cycling. Since the bellows performs such a .necessary function in the valve and is not readily accessible for inspection, a backup system is provided. This is shown in Figure 4 as the back pressure balancing piston. In case of a bellows rupture, the area internal to the bellows will be~ come pressurized, however, the piston li.ft stop being attached to the valve spindle (which carries spring force) is now subject to high pressure on its bottom side and approximately atmos-pheric pressure on its top side. This unbalance force assists the valve to open or remain open thereby accomplishing the same function as the bellows except for leak tightn~~s be~ween the outlet and bo~net. Flow will vent into the valve bonnet through the clearance between the piston and floating washer and this will be vented out of the valve bonnet. It is necessary that the valve bonnet vent connection always be left open to atmospheric pressure because the lift stop is designed to act as a piston with the floating washer as a cylinder. Since the effective area of the bellows and the lift stop are designed to be equal, a ruptured bellows will have little affect on _valve operation IF THE BONNET IS PROPERLY VENTED.

2.3 Closing Pressure SV-178 Rev. 1 Page 21 of 29 Closing pressure is that pressure at which the valve will reseat. *This is generally specified as percent blowdown and is expressed by the following equation. Percent Blowdown = popping pressure minus closing pressure popping pressure x 100 When the overpressure condition is relieved, the inlet pressure in the nozzle decreases allowing the spring force plus the pressure buildup at the top of the disc holder to force the disc back on its seat, thereby closing the valve as shown in Figure 3. The force F4 acts as a closing force because back pressure cannot be eliminated. For low back pressure applications, F4 can usually be ignored. At high back pressures, the effect of F4 is significant since it would affect valve lift and capacity. In order to provide total system relieving capa-bility under high back pressure conditions, the 31700 Safety Valve is designed with a patented back pressure compensator piston (part of disc holder), which utilizes and controls Force F5. Force F5 acts on the piston in the annular area outside of the guide diameter. This flow is regulated by the compensator flow ports. The upper adjusting ring is set at the

P = set pressure, psig Lift is the actual travel of the disc upward along the valve centerline when the valve is relieving. Rated lift is that minimum lift at which a valve attains its rated capacity at a three percent (3%) overpressure (accumula-tion). By design, the rated* lift for the basic valve model is the lift that provides a certain area (Figure 4) equal to the area of orifice bore (Table 1). Rated lift is calculated by dividing the orifice bore by four.

The relationship between valve lift and capacity is conservatively assumed to be linear. 2.5 Material of Construction Figure 1 Nomenclature provides typical Material of Construction for the basic valve model. ~1a terial of Construction for all PSV's are the same (i.e., same material grade). However, the material specifications, to which materials were procured, varies (i.e. AISI versus ASTM versus ASME). Also material form varies (i.e. castings versus forging versus bar stock). 2.6 Design Conditions The basic valve model has a design pressure of 2500 psig and a design temperature of 7QQOF. The valve is designed specifi-cally for saturated steam service. The valve is not designed for, nor tested by Dresser on any other flow media.

These are: (1) Model: 31739A-l tJtility: Consumer Power Company Plant: Midland 2 Drawing: 3NC-081 (Note 1) (2) Model: 3l709NA-l Utility: Portland General Electric Plant: Pebble Springs l Drawing: 3NC-045 (Note 2) Note 1. The original drawing for Midland 2 is not readable when reduced to a 11" x 17" format. For that reason, Drawing 3NC-081 has been used in this report. Drawing 3NC-081 is for the Crystal River spare valve. The Midland valve and the Crystal River spare valve are identical. Note 2. The original drawing for the Pebble Springs is not readable when reduced to an 11" x 17" format. For that reason, Drawing 3NC-045 is provided in this report. Drawing 3NC~045 is for the Palo Verde valves. The Palo Verde valves are identical to the Pebble Spring valve except that: (1) The inlet face is a large tongue, and (2) The body drain is a socket weld connection.

Lift 4.3 Bonnet Material Form Bonnet were originally manufactured from a casting. Cast bonnets were replaced with a bonnet fabricated from a solid forged billet. The casting were ASTM A217 Grade WCB. The forgings were ASTM Al05 Grade II Carbon Steel or ASME SA105 Carbon Steel depending on the applicable ASME Section III Code. The two bonnets, cast or forged type, are very similar in con-figuration and considered structurally equivalent.

SV-178 Rev. 1 Page 26 of 29 The original valves (Model 31739A-l) for Palisades, Oconee l and 2, and Three Mile Island 1 Nuclear Plants have bonnets of the cast type. Spare valves for TMI #1 have bonnets of the forged type. All other valves have bonnets of the forged type. 4.4 Body Material Form Bodies were originally manufactured from a casting. Material was ASTM A35l Grade 316 stainless steel. Later in valves of the same model number, a body made from a solid forged billet was used. Material was ASTM -~~~1~ ~rade F3l6 or ASME SA182 Grade F3l6 stainless steel. More recent valves, models 31749A~2 and 31709NA-l, have bodies made from a closed die forging. Material was ASME SA182 Grade F316 stainless steel. The original valves for (l) Calvert Cliffs 1 (Model 31739A-l) ( 2) Palisades (Model 317 39A-l) (.3) Oconee 1 & 2 (Model 317 39A-l) ( 4) Main Yankee (Model 31709KA=l) ( 5) Three Mile Island 1 (Model 31739A-l) and ( 6) North Anna 1 & 2 (Model 31759A-l). Have valves of the cast type. The two original valves for Calvert Cliff 2 (Model 31739A-ll were cast and forged types (one of each). Spare valves for Calvert Cliffs l and 2 and Three Mile Island 1 have bodies of the forged type. All other valves have bodies of the forged type.

However, the body bowl wall thickness of the cast type is thinner than the wall of the forged type. Thus the cast type is structurally weaker. 4.5 Inlet Size and Pressure Rating See Table 2. 4.6 Outlet Size and Pressure Rating 4.7 See Table 2. Valve Lift The following valves were shipped from Dresser with valve lift restricted below rated: (1) Palisades Model 31739A-l; full lift is.45; restricted lifts of 0.339, 0.344 and 0.350 were provided. (2) Catawba, Model 31749A-2; full lift is.563; restricted lift of.531 was provided. (3) Three Mile Island 2, Model 31759A-l; full lift is.516; restricted lift of.439 was provided. (4) Nuclear One, Model 31759; full lift is.516; restricted lift of.385 was provided. According to our records, the valves for TMI-2 were adjusted on site at a later date to remove the li~t restriction.

5.0 CONCLUSION

SV-178 Rev. l Page 28 of 29 Although there is a possible argument for selectinq for the tests valves which have been installed and in use for a number of years as opposed to newly manufactured valves, it would be difficult to achieve this in practice. There is first the problem of obtaining valves for prolonged testing which are at present used by utilities. There are also the handling and control difficulties which will be presented by a valve which is highly radioactive. Any attempt to decontaminate the valve would tend to nullify the tests. In fact, it is believed that there is no real need to become involved in such a poten-tially troublesome test program. The affect of radiation aging of the materials used in valve construction is well known and has been defined by many reliable authorities which it is unnecessary to quote here. The total radiation dosage is comparatively small and those operating components which may be the most affected are replaced under normal maintenance procedures at regular intervals-.. -This, also applies in the c~se of we.ar or. f*atigue: There is very little wear experi-enced in the valve in general because of the limited number of operating cvcles and certainly, in the case of PWR's there is no possibility of fatigue failure from vibration. The 3l739A-1 and the 31709NA-l valves selected for the EPRI testing program are representative of valves in service or intended for service in the PWR plants listed in Table 2.

SV-178 Rev. 1 Page 29of 29 The first of these valves, the 3 orifice is the most common and has the longest service history. The N orifice is the newest and largest and is expected to be the valve used in new plants. Unfortunately, the two variations of the 3 size, cast or forged body, may present a problem. For normal opera-tion on saturated steam the valves are the same, but it is possible that under extreme conditions of compressed flashing water there may be some difference because of body configuration.
