NOTICE OF NO OBJECTION FOR PRELIMINARY AMENDMENT REQUEST (PAR-18-002), CHANGES TO THE BUILDING GAP BETWEEN THE NUCLEAR ISLAND AND ADJACENT BUILDINGS FOR THE VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 (EPID L- 2018-LLA-0025)
Dear Mr. Whitley:
By letter dated February 1, 2018, Southern Nuclear Operating Company (SNC) submitted Preliminary Amendment Request (PAR)18-002 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18032A615). SNC notified the U.S. Nuclear Regulatory Commission (NRC) that absent NRCs objection, pending the outcome of the NRCs detailed technical review of License Amendment Request (LAR)18-002 (ADAMS Accession No. ML18032A359), SNC will proceed with construction activities outlined in Block 7 of to the PAR 18-002 submittal, consistent with requested changes in LAR 18-002.
As required by License Condition 2.D.(1), the NRC has received LAR 18-002, referenced in PAR 18-002. The staff has evaluated the license amendment documentation supporting LAR 18-002 and has determined that there is sufficient information to accept LAR 18-002 for detailed technical review (ADAMS Accession No. ML18039A429).
The NRC staff has determined that PAR 18-002 contained sufficient information on the impact of the proposed plant change on associated Inspections, Tests, Analyses, and Acceptance Criteria. In addition, the NRC staff reviewed the scope of PAR 18-002 and found that it is consistent with the changes from the current licensing basis as requested in LAR 18-002.
Therefore, the NRC has no objection to SNC proceeding with the construction of the proposed plant changes identified in Block 7 of Enclosure 1 to PAR 18-002, pending the outcome of the NRCs detailed technical review of LAR 18-002. NRC staff expects that if LAR 18-002 is denied, SNC will return the plant to its current licensing basis as required by License Condition 2.D.(1)(b).
