UNIVERSITY OF MASSACHUSETTS AT LOWELL - APPROVAL OF THE UNIVERSITY OF MASSACHUSETTS AT LOWELL RESEARCH REACTOR OPERATOR REQUALIFICATION PROGRAM (CAC/DOCKET/EPID NO. A11010/05000223/L-2015-RNW-0001)

Dear Dr. Chowdhury:

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the University of Massachusetts at Lowell Research Reactor (UMLRR) Operator Requalification Program (ORP),

Revision 3, dated November 2016, as submitted by letter dated November 30, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16335A327). As part of its license renewal review for the UMLRR, the NRC staff reviewed the ORP, Revision 2, dated April 2008, as submitted by letter dated March 16, 2016 (ADAMS Accession No. ML16076A405), and determined that additional information was needed to complete its review of the ORP. Therefore, by letter dated November 2, 2016 (ADAMS Accession No. ML16061A081), the NRC staff issued an RAI regarding the ORP.

UMLRR responded to the NRC staffs RAI by its letter dated November 30, 2016, and included the ORP, Revision 3, dated November 2016, with its response. The NRC staff finds the ORP, Revision 3, dated November 2016, to be in accordance with the applicable regulations contained in Title 10 of the Code of Federal Regulations Part 55, Operators Licenses, and consistent with guidance contained in American National Standard Institute/American Nuclear Society-15.4-2016, Selection and Training of Personnel for Research Reactors. Therefore, the NRC staff concludes that the ORP, Revision 3, dated November 2016, is acceptable for use at the UMLRR. We request that you implement your approved program immediately.
