Second Supplement to Response Dated October 18, 2019 (first supplement dated 10/24/19) regarding NRC letter dated July 19, 2019 - Request for Additional Information Regarding the Renewal of Facility Operating License No. R-125 and Second Request for 60 day extension for specified RAI related to same.

In this second supplementary response to RAI 7.4d, the response is hereby amended to state the Thermo Fisher Scientific (TFS) Quality Assurance Program Manual Rev. 22 and the Certificate of Conformance dated June 27, 2019, which includes the Configuration Record and Test Reports associated with the UMass Lowell TR-10 Neutron Flux Monitor, are all documents copyrighted by TFS and shall be incorporated by reference in the final version of SAR Chapter 7 as revised (reference also ADAMS Ascension No. ML19100A273).

The TFS Neutron Flux Monitor Instruction Manual No. 1126 For UMASS Lowell is marked as Proprietary Information by TFS. In RAI 7.4d (ADAMS Ascension No. ML18092B090), NRC requests submittal of this document for review. TFS has been unresponsive to repeated requests by UMass Lowell for TFS to supply this document to NRC along with an affidavit for withholding under the provisions of 10 CFR 2.390(b). TFS is either unable or unwilling to submit the document to NRC. As this document has been developed with specificity to UMass Lowell for the above referenced instrument purchased by UMass Lowell, we hereby request that the document, if submitted to NRC by UMass Lowell, be withheld from public disclosure under the provisions of 10 CFR 2.390(b) due to its proprietary nature.

An additional 60-day extension for the information requested in RAI 7.4c and RAI 7.5a is hereby requested.

Communications with General Atomics indicate the information is forthcoming to NRC.
