Dear Administrative Judges:

Pursuant to 10 C.F.R. §§ 2.1203 and 2.336 and as modified by the Atomic Safety and Licensing Boards (Board) November 29, 2017 Initial Scheduling Order, the staff of the U.S. Nuclear Regulatory Commission (Staff) herein notifies the Licensing Board and the parties that a hearing file has been supplemented for this proceeding. On or about February 9, 2018, materials in the hearing file may be accessed through the Agencywide Documents Access and Management System (ADAMS) and through the Electronic Hearing Docket (EHD). The EHD may be accessed at the following URL: http://adams.nrc.gov/ehd/. The hearing file will be contained in a sub-folder entitled, Seabrook LA2 Hearing File in the Seabrook Docket No. 50-443-LA-2" folder of the EHD. An index containing the ADAMS accession number, date, and title or description of each item in the hearing file is appended hereto as Attachment 1.

Pursuant to 10 C.F.R. § 2.336(c), attached is the affidavit of Justin C. Poole, certifying that all relevant materials required by this section have been disclosed, and that the disclosures are accurate and complete for documents identified as of January 23, 2017.

The NRC Staff notes that it has made a good faith effort to identify and characterize all documents meeting the criteria of 10 C.F.R. § 2.336(b) and 10 C.F.R. § 2.1203 in this

R. Spritzer January 31, 2018 N. Trikouros S. Mtingwa proceeding. In identifying these documents, the Staff does not concede their relevance to the issues to be decided in this proceeding.

Additionally, the staff is notifying the Board that its anticipated schedule for publishing the Safety Evaluation (SE) has changed as a result of the Advisory Committee on Reactor Safeguards request to review the staffs license amendment SE. As a result, the Staff anticipates publishing a draft SE in August 2018 and final SE in December 2018. This timing remains contingent on several issues including timely and complete responses to the Staffs request for additional information (RAI), the timing and ability to support a site audit at the beginning of 2018, and the timing of an anticipated ACRS Subcommittee meeting in the late fall of 2018. The Staff will provide an update should the revised publishing dates change.

I, Justin C. Poole, do hereby state as follows:

1. I am employed as a Project Manager in the U.S. Nuclear Regulatory Commissions (NRC) Office of Nuclear Reactor Regulation. I currently serve as a project manager for Seabrook Station, Unit 1. Among other things, I have been assisting with the preparation of the hearing file and mandatory disclosures in connection with the license amendment request at issue in this proceeding.
2. I hereby certify that all relevant materials required to be disclosed pursuant to 10 C.F.R. §§ 2.336 (b)-(c) and 2.1203 and the Boards November 29, 2017 Initial Scheduling Order in the captioned proceeding have been disclosed, and that the disclosures are accurate and complete for documents identified as of January 23, 2017.
