PSL Engineering FPL Fire Protection Functional Ins ection 1 I' NRC FPFI completed on April 3, 1998

~ NRC commented that inspection was challenging for both parties

~ NRC did recognize that most of the issues were identified by the PPL Pire Protection team

~ NRC commented that communication was open and interaction with FPL team was excellent

~ 55

PSL Engineering FPL Fire Protection Functional Ins ection 5 nre 1ved I ue

~

Fire Detection and Suppression

~

Detection and suppression systems not in compliance with NFPA Codes. CRs previously issued by FPL team.

~ NRC considers Unit 1 Cable Spreading Room Halon system to be degraded due to original design. FPL disagrees with NRC position.

~

Hose station distribution inadequate. Upgrades committed to in CR disposition.

~ Fire Barriers

~ NRC does not agree that proposed Unit 1 Thermolag wall upgrade is defendable. FPL investigating options to resolve Unit 1 cable loft area and wall between CSR and B Switchgear Room.

56

PSL Engineering FPL Fire Protection Functional Ins ection

~ Transient Combustible Control

~ Isolated case discovered of transient combustible outside procedural limits.

Post Fire Safe Shutdown Capability

~

NRC recognized the original Unit 1 and 2 SSAs were deficient in several technical areas.

~

NRC recognizes that the on-going SSA validation effort resolves these technical deficiencies.

~

PSL agreed to evaluate effects of multiple spurious component accuations provided no mods are required. Issue could have significant impact on PTN.

Fire Protection Program

~ Plan does not capture safe shutdown insights and role of Engineering.

Program upgrades proposed.

~

NRC commented that program "owner" is required.

PSL Engineering Pl L Main Generator H dro en Consum tion re nM h Data gathering and calculations are done by the system engineer.

Equation from Westinghouse Operations and Maintenance Memo 123 for on line monitoring determines daily gas consumption.

The OMM has a leakage target of 500 cu. ft. per day.

Met 1

~

Operations procedure 3/4-OP-090 is performed by Operations department. Data is then forwarded to the component engineer for calculation of leak rates.

~

PTN uses formula for leak rate found in the Westinghouse vendor manual under the Air Testing Section.

~

PTN uses OMM 123 leakage target of 500 cu. ft. per day. 58

PSL Engineering

>~L Main Generator H dro en Consum tion 1 fP LPr r Saves money on gas.

PSL hydrogen leak rate program maintains visibilityon emergent leaks.

~ First week of March '98, possible leakage identified. Search was conducted for H2 leak.

~

Leakage was found and corrected within forty-eight hours of identification.

~

Generator Hydrogen leakage has returned to previous values.
