SOUTHERN NUCLEAR OPERATING COMPANY REQUEST FOR CONSOLIDATED EMERGENCY OPERATIONS FACILITY RELOCATION

Dear Ms. Quinn:

By letter dated August 30, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17243A202), Southern Nuclear Operating Company (SNC) requested a license amendment to relocate the consolidated Emergency Operations Facility (EOF) for Edwin I. Hatch Nuclar Plant - Units 1 and 2 (Hatch), Joseph M. Farley Nuclear Plant -

Units 1 and 2 (Farley), and Vogtle Electric Generating Plant - Units 1 and 2, and planned Units 3 and 4 (Vogtle). The existing EOF for Hatch, Farley and Vogtle is located at the SNC Corporate Headquarters on 40 Inverness Center Parkway in Birmingham, Alabama. The proposed location is at the new SNC Corporate Headquarters on 3525 Colondale Parkway in Birmingham, Alabama, which is a 1.3-mile straight-line distance from the current location.

prior Commission approval is required for an EOF located more than 25 miles from a nuclear power reactor site. Even though the Commission has granted approval for the existing EOF beyond 25 miles beyond the Hatch, Farley and Vogtle sites, and SNC is not proposing to add or remove any nuclear power reactor sites or units, Commission approval is still required to relocate the SNC EOF, since the Commission approved that facility and not any facility beyond 25 miles.

V. Quinn In Enclosure 3 to the submittal, State Letters of Agreement, SNC provided signed letters of concurrence from the following State response organizations indicating that they ACKNOWLEDGED AND AGREED.:

  • Alabama Emergency Management Agency,
  • Office of Homeland Security - Georgia Emergency Management Agency,
  • South Carolina Emergency Management Division - Fixed Nuclear Facility,
  • Florida Division of Emergency Management.

Per the Memorandum of Understanding Between the Department of Homeland Security /

Federal Emergency Management Agency (FEMA) and Nuclear Regulatory Commission (NRC)

Regarding Radiological Response, Planning and Preparedness (ADAMS Accession No. ML15344A371) dated December 7, 2015, FEMA has responsibility for determining the adequacy of offsite radiological emergency plans and preparedness and providing its findings to the NRC. As such, I am requesting FEMA's review and initial concurrence on the proposed SNC EOF relocation by no later than Friday, October 27, 2017, in support of the NRC staffs development of a SECY paper for Commission approval and associated safety evaluation.

In addition, SNC is planning a demonstration drill at the proposed EOF for June 2018, which will involve simultaneous events at two nuclear power reactor sites. SNC will provide the opportunity for respective State representatives responding to the SNC EOF to participate and for NRC and FEMA to observe the drill at the new facility.
