- NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 June 28, 1996 Mr. D. L. Farrar Manager, Nuclear Regulatory Services Connonwealth Edison Company Executive Towers West III 1400 Opus Place, Suite 500 Downers Grove, IL 6051~
SUBJECT:
SPENT FUEL SURVEY COMMITMENTS FOR DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3 (TAC NO. 88094)
Dear.Mr. Farrar:
On March 5, 1996, I visited the Conunonwealth Edison Company (ComEd) corporate offices and on May 14, 1996, I visited the Dresden Nuclear Power Station to conduct a survey on the spent fuel practices, spent fuel cooling system design, and current licensing basis for Dresden Station, Units 2 and 3.
During the survey, in discussions with your staff, a statement was made that ComEd would.be modifying the Updated Final Safety Analysis Report (UFSAR) to clarify that a full core offload is the routine practic~ at.the plants during each refueling outage.
In addition, your staff indicated that changes would be made to the plant administrative procedures to reflect time restrictions placed on moving fuel from the reactor to the spent fuel pool following a reactor shutdown, as listed in the UFSAR, and administrative.procedures would be changed to contain requirements for aligning one shutdown cooling pump and heat exchanger to the spent fuel pool to provide required additional cooling capability as required by the UFSAR.
Accordingly, I am requesting that you provide a letter within 30 days of receipt of this letter that confirms.these convnitments and indicates the projected ~ompletion dates for each of these actions. These convnitments will then be included in future inspection reports and will be tracked by the.
regional office until completion.
