SUBJECT:

SPENT FUEL SURVEY COMMITMENTS FOR WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

NUCLEAR PLANT NO.

2 (WNP-2)

(TAC NO. H88094)

Dear Hr. Parrish:

On March 4-8, 1996, Hr. James Clifford visited the WNP-2 plant in Richland, Washington to conduct a survey on the spent fuel practices and spent fuel pool cooling system design and current licensing basis for WNP-2.

During the survey, your staff made a statement that WPPSS would be modifying the appropriate plant refueling procedures to document the fuel movement delay time assumptions in the spent fuel pool cooling analysis as plant operating restrictions.

However, a formal procedure change request had not yet been issued by the end of the on-site portion of the audit.

Accordingly, I am requesting that you provide a letter within 30 days of receipt of this letter that confirms this commitment and indicates the projected completion date for this action.

This commitment will then be included in a future inspection report and will be tracked by the regional office until completion.

If you have any questions concerning these

items, please contact me on 301-415-1341.

Sincerely, Original Signed By Timothy G. Colburn, Senior Project Manager Project Directorate IV-2 Division of Reactor Projects - III)IV Office of Nuclear Reactor Regulation Docket No. 50-397 cc:
