Unit 3 (TAC NO. M88094)

Dear Mr. Patel:

This letter is in response to your letter dated June 27,1996 on the above subject.

Your letter requested that Waterford 3 provide, within 30 days of receipt, written confirmation of a commitment to revise the appropriate administrative procedures for consistency with the recently revised UFSAR Section 9.1.3.1 (Fuel Pool System).

} The revised UFSAR section was included in the latest Waterford 3 periodic UFSAR

submittal (W3F1-96-0067 dated May 6,1996).
Waterford 3 commits to revise procedure RF-005-001 to address the identified concerns prior to Refuel 8, which is currently scheduled to begin in April of 1997.

i Information is being added to RF-005-001 as prerequisites, precautions, limitations, or initial conditions, as appropriate associated with fuel movement in the Spent Fuel l Pool. Specific guidelines will be provided in the procedure.

W3F1-96-0121 Page 2 l August 1,1996 Appropriate references will be identified in the procedure (FSAR Section 9.1.3/ Figures 9.1-21 and 9.1-22). An engineering analysis has been conducted to bound typical fuel reloads, including a full core offload. Procedure RF-005-001 will i require that, if conditions occur that are outside of procedure guidelines, an additional engineering analysis will be performed prior to moving fuel to the Spent Fuel Pool.
