LASALLE COUNTY STATION, UNITS 1 AND 2, WITHDRAWAL OF REQUESTED LICENSING ACTION RE: RELIEF REQUEST SUBMITTED TO NRC FOR ACCEPTANCE REVIEW OF PROPOSED FOURTH 10-YEAR INSERVICE INSPECTION INTERVAL PROGRAM RELIEF REQUEST NO. 14R-03, (CAC NOS. MF9762 AND MF9763)
Dear Mr. Hanson:
By letter dated May 30, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17150A449), Exelon Generation Company, LLC (EGC) submitted a request for the fourth 10-year inservice inspection (ISi) interval program relief requests (RRs) for LaSalle County Station (LSCS), Units 1 and 2. The fourth ISi interval of the LSCS ISi program is currently scheduled to begin on October 1, 2017, and end on September 30, 2027, and will comply with the American Society of Mechanical Engineers Boiler and Pressure Vessel (ASME)
Code,Section XI, 2007 Edition with the 2008 Addenda. EGC proposes the following:
14R-03 requests relief regarding examination of the reactor pressure vessel (RPV) stabilizer bracket welds on shell course due to impracticality.
The results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of requests RRs 14R-02, -04, -06, -07, -08, and -09 have been addressed in the letter dated June 22, 2017, (ADAMS Accession No. ML17171A228). The staff is reviewing the supplemental information from EGC for RR-14-01 received by letter dated July 20, 2017 (ADAMS Accession No. ML172010396), in order to complete its Acceptance Review.
The purpose of this letter is to provide the closure of RR 14R-03.
Pursuant to Sections 50.55a(z)(1) and 50.55a(z)(2) of Title 1O of the Code of Federal Regulations (1 O CFR), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of 10 CFR Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.
By letter dated July 17, 2017 (ADAMS Accession No. ML17200C937), you requested to withdraw the application from NRC review. The NRC acknowledges your request to withdraw the application. NRC staff activities on the review have ceased and the associated Cost Activity Code number has been closed.
B. Hanson The NRC staff notes that its review to date has identified that in accordance with 10 CFR 50.55a(g)(5)(iii), EGC has not first attempted to comply with the ASME Code requirements during the ISi interval prior to determining that examination of the RPV stabilizer bracket welds is impractical. Therefore, should you decide to re-submit the request, please ensure that this is addressed.
