LASALLE COUNTY STATION, UNITS 1AND2, ACCEPTANCE FOR REVIEW OF PROPOSED FOURTH 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM RELIEF REQUEST NOS, 14R-02, 14R-04, 14R-06, 14R-07, 14R-08, AND 14R-09 (CAC NOS, MF9760, MF9761, MF9764, MF9765, MF9766, MF9767, MF9768, MF9769, MF9770, MF9771, MF9772, AND MF9773)

Dear Mr. Hanson:

By letter dated May 30, 2017, Exelon Generation Company, LLC (EGC) submitted a request for the fourth 10-year Interval lnservice Inspection (ISi) program relief requests for LaSalle County Station, Units 1 and 2. The fourth interval of the LSCS ISi Program is currently scheduled to begin on October 1, 2017, and end on September 30, 2027, and will comply with the American Society of Mechanical Engineers Boiler and Pressure Vessel (ASME Code),Section XI, 2007 Edition with the 2008 Addenda. EGC proposes the following relief requests for the LSCS fourth 10-year ISi interval:

  • 14R-02 requests approval of alternative use of boiling-water reactor vessel inspection program guidelines in lieu of specificASME Code,Section XI, requirements on the reactor pressure vessel internals and components inspection.
  • 14R-04 requests approval of alternative post-tensioning system inspection system inspection scheduling requirements for sites with two plants.
  • 14R-08 requests approval of alternative examination requirements for the hydrogen recombiner system piping.
  • 14R-09 requests alternative examination requirements for the nozzle-to-vessel welds and inner radii sections.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of the above listed requests. The results of the NRC staff's acceptance review of the remaining requests in licensee's submission will be addressed via separate correspondence. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

B. Hanson Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(2), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of 10 CFR Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

These estimates are based on the NRC staff's initial review of the application and they could change due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
