LASALLE COUNTY STATION, UNITS 1 AND 2 -ACCEPTANCE OF REQUEST FOR LICENSE AMENDMENT TO TECHNICAL SPECIFICATION 3.7.3 ULTIMATE HEAT SINK (TAC NOS. ME9076 AND ME9077)

Dear Mr. Pacilio:

By letters to the U.S. Nuclear Regulatory Commission (NRC) dated July 12, 2012, as supplemented by letter dated September 17,2012 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML12200A330 and ML122690041, respectively), Exelon Generation Company, LLC submitted a license amendment request (LAR) to allow Technical Specification (TS) 3.7.3 "Ultimate Heat Sink [UHSr temperature limit of the cooling water supplied to the plant from the UHS to vary with the diurnal cycle. The TS limit will be graphical with the UHS temperature limit varying between 101.25 OF to 104 of as a function of the time of day. The proposed amendment restricts the initial temperature of the UHS such that the temperature of the cooling water supplied to the plant safety systems from the UHS would not exceed the design limit of 107 oF.

The proposed amendment request seeks approval of a plant-specific UHS temperature design analysis based on Revision 1 to Regulatory Guide (RG) 1.27, "Ultimate Heat Sink for Nuclear Power Plants." The latest revision of RG 1.27 is Revision 2 (ADAMS Accession No. ML003739969). As discussed with your staff on October 2, 2012, the NRC staff plans to use Revision 2 to evaluate the proposed changes to the UHS design for current operations and a planned power uprate to 4,067 megawatts thermal.

The purpose of this letter is to provide the results of NRC staff's acceptance review of this LAR.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to begin its detailed technical review. The acceptance review was also intended to identify whether the application had any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the TSs) must fully describe the chang~s requested, and following, as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the LAR address the design and operating characteristics. unusual or novel design features, and principal safety considerations of the facility.
