Dear Mr. Gebbie:

This refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC)

Office of Investigations (OI) to determine whether a manager deliberately provided incomplete and inaccurate information to the licensee at the Donald C. Cook Nuclear Power Plant regarding the results of a formal critique of an emergency preparedness drill. Based on the evidence developed during the investigation, we did not substantiate the allegation. The synopsis from the OI Report of Investigation is enclosed.

OI SYNOPSIS This investigation was initiated on October 21, 2015, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine whether a manager deliberately provided incomplete and inaccurate information to the licensee at American Electric Powers D.C. Cook Nuclear Plant (DC Cook), Bridgman Michigan, regarding the results of a formal critique of an emergency preparedness drill.

Based on the evidence, the allegation that a manager deliberately provided incomplete and inaccurate information to the licensee at DC Cook regarding the results of a formal critique of an EP drill is not substantiated.
