This personshould retain ultimate responsibility even though formulation and assuranceof program implementation is delegated. Such delegation authority shouldbe to staff personnel prepared by training and experience in fire protectionand nuclear plant safety to provide a balanced approach in direction of thefire protection program for nuclear power plants. The qualificationsrequirements for the fire protection engineer or consultant who will assist inthe design and selection of equipment, inspect and test the completedphysical aspects of the system, develop the fire protection program, andassist in the fire-fighting training for the operating plant should be stated.Subsequently, the FSAR should discuss the training and the updatingprovisions such as fire drills provided for maintaining the competence of thestation fire-fighting and operating crew, including personnel responsible formaintaining and inspecting the fire protection equipment.The fire protection staff should be responsible for:(a)coordination of building layout and systems design with fire arearequirements, including consideration of potential hazardsassociated with postulated design basisfires,(b)design and maintenance of fire detection, suppression, andextinguishing systems,(c)fire prevention activities,(d)training and manual fire-fighting activities of plant personnel and thefire brigade.NOTE:(NFPA 6-Recommendations for Organization of IndustrialFire LossPrevention, contains useful guidance for organization and operation of theentire fire loss prevention program).
