By letter dated October 2, 2013 (Reference 1), Tennessee Valley Authority (TVA) submitted license amendment requests (LARs) SQN-TS-13-01 and SQN-TS-13-02 for Sequoyah Nuclear Plant (SQN), Units 1 and 2. The amendment proposed changes to Technical Specification (TS) 3.7.5, "Ultimate Heat Sink (UHS)," to place additional limitations on the maximum average Essential Raw Cooling Water (ERCW) system supply header water temperature during operation with one ERCW pump per loop and during operation with one ERCW supply strainer per loop. In addition, the one-time limitations on Unit 1 Ultimate Heat Sink (UHS) temperature and the associated License Condition requirements for the Unit 2 steam generator replacement project were proposed to be deleted.
The October 2, 2013 LAR (Reference 1) was submitted to NRC to address the current TS Limits for having an ERCW train out-of-service, in order to facilitate cleaning and inspection of the 6.9 kV shutdown board and associated 480v shutdown boards without requiring a dual unit shutdown. As a result of TVA's responses to NRC requests for additional information (RAls) related to the LAR (References 2 through 7), the TS 3.7.5 LAR scope changed to include additional ERCW pump operability criteria. Including these criteria in TS 3.7.5 could potentially create confusion for the SQN Operations Staff, because the ERCW Limiting Condition for Operation (LCO) is in TS 3.7.4.
Based on discussions with the NRC staff, TVA is re-evaluating the current plan to address TS Limits for having an ERCW train out of service and therefore, TVA has elected to withdraw LAR SQN-TS-13-01 and SQN-TS-13-02.

By letter dated October 2, 2013 (Reference 1), Tennessee Valley Authority (TVA) submitted license amendment requests (LARs) SQN-TS-13-01 and SQN-TS-13-02 for Sequoyah Nuclear Plant (SQN), Units 1 and 2. The amendment proposed changes to Technical Specification (TS) 3.7.5, "Ultimate Heat Sink (UHS)," to place additional limitations on the maximum average Essential Raw Cooling Water (ERCW) system supply header water temperature during operation with one ERCW pump per loop and during operation with one ERCW supply strainer per loop. In addition, the one-time limitations on Unit 1 Ultimate Heat Sink (UHS) temperature and the associated License Condition requirements for the Unit 2 steam generator replacement project were proposed to be deleted.
The October 2, 2013 LAR (Reference 1) was submitted to NRC to address the current TS Limits for having an ERCW train out-of-service, in order to facilitate cleaning and inspection of the 6.9 kV shutdown board and associated 480v shutdown boards without requiring a dual unit shutdown. As a result of TVA's responses to NRC requests for additional information (RAls) related to the LAR (References 2 through 7), the TS 3.7.5 LAR scope changed to include additional ERCW pump operability criteria. Including these criteria in TS 3.7.5 could potentially create confusion for the SQN Operations Staff, because the ERCW Limiting Condition for Operation (LCO) is in TS 3.7.4.
Based on discussions with the NRC staff, TVA is re-evaluating the current plan to address TS Limits for having an ERCW train out of service and therefore, TVA has elected to withdraw LAR SQN-TS-13-01 and SQN-TS-13-02.
