BEAVER VALLEY POWER STATION, UNITS 1 AND 2 - TRANSMITTAL OF U.S. ARMY CORPS OF ENGINEERS FLOOD HAZARD REEVALUATION INFORMATION (TAC NOS. MF3286 AND MF3287)
Dear Mr. Larson,
The purpose of this letter is to transmit the U.S. Army Corps of Engineers (USAGE) portion of the Beaver Valley Power Station (BVPS), Units 1 and 2 flood hazard reevaluation (FHR) associated with the assessment of flood hazards due to flooding in streams and rivers, including potential site flooding due to dam failure.
By letter dated December 17, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13353A566), FirstEnergy Nuclear Operating Company (FENOC or the licensee) requested assistance from the U.S. Nuclear Regulatory Commission (NRC) in obtaining information from the USAGE to support FENOC's development of a report documenting the FHR in response to the March 12. 2012, request for information (ADAMS Accession No. ML12053A340). By letter dated March 11, 2014 (ADAMS Accession No. ML14070A371 ), FENOC requested to submit the FHR report within 180 days from receiving the USAGE information. By electronic mail sent on March 26, 2014 (ADAMS Accession No. ML14085A316), the NRC staff requested additional information to complete its review of the extension request. By letter dated April 24, 2014 (ADAMS Accession No. ML14115A156),
FENOC responded with supplemental information and subsequently by letter dated July 17, 2014 (ADAMS Accession No. ML14171A461), the NRC staff approved FENOC's request to submit the report documenting the FHR at the BVPS site 180 days after receipt of the USAGE information.
As a result, the FHR report for BVPS Units 1 and 2 is due to the NRC by March 1 O, 2016.
In addition, the July 17, 2014 letter also stated that if the USAGE results show that the design-basis flood levels at the BVPS site are exceeded by the flood levels resulting from the FHR, FENOC must submit its planned interim actions to address the higher flood level to the NRC within 60 days of the date of this letter.
Enclosures 1, 2, and 3 to this letter contain Security-Related Information. When separated from the enclosures, this letter is DECONTROLLED.

These meetings were closed to the public due to the discussion of security-related information.
The enclosures to this letter contain the following: (1) a brief description of the enclosed files; (2) summary plots of the results; and (3) summary tables of the results of the USACE FHR developed in accordance with Japan Lessons-Learned Directorate (JLD) interim staff guidance (ISG) JLD-ISG-2013-01, "Interim Staff Guidance for Assessment of Flooding Hazards Due to Dam Failure," Revision 0, dated July 29, 2013 (ADAMS Accession No. ML13151A153). contains the relevant USACE results at BVPS, which FENOC needs to consider as part of their flood hazard evaluation report. The USACE results are based on NRC guidance and on the USACE knowledge of the river system. Enclosure 3 is a DVD containing the results at the river mile locations FENOC requested as documented in the summary for the June 18, 2014 meeting. The USACE results contained in Enclosure 2 are a subset of the information contained in Enclosure 3.
