INTERIM REPORT - OCONEE NUCLEAR STATION EMERGENCY ELECTRICAL POWER SYSTEM (TAC NO. M93550)

Dear Mr. McCollum:

On July 8, 1996, the NRC's Office of Nuclear Reactor Regulation (NRR) issued its draft report on the Oconee Nuclear Station emergency electrical system. It described the status of our review of the emergency electrical system and requested, among other actions, that you review its accuracy, recommendations, and consistency with the current Oconee licensing basis.

By letter dated October 31, 1996, you responded to this request. In addition, on January 2 - 5, 1997, you conducted a series of comprehensive integrated functional tests of the Oconee Emergency Power and Engineered Safeguards Systems that were designed to test the ability of the Keowee hydro station to supply power under various emergency conditions. By letter dated April 30, 1997, you supplied a detailed report of the results of these tests. By letter dated December 30, 1997, you supplied another report to show the degree of correlation between the data measured during these tests and the data predicted by the CYME computerized analytical model.

This information has been under review by the NRR staff and the results will be used to prepare our final report of the Oconee emergency electrical system, which is expected to be completed within the next few months. In the meantime, the staff has prepared the enclosed Interim Report as an update of the draft NRR report. It closes out a number of issues from the draft report and contains additional issues that were identified by the NRR staff following the initial draft. New information is identified by italics and portions of the original draft report that have been deleted are identified by strikeout. This report does not include a review of the CYME submittal; the Keowee tests that were conducted in January 1997; the Standby Shutdown Facility reactor coolant makeup pump tests performed on November 10, 1997; or your responses to information requests on this subject that were dispatched after January 14, 1998.

These topics will be addressed in the final report. Other matters that will be addressed in the final report include testing and reliability issues associated with emergency start of Keowee, and motor-operated valve operability on the emergency power sources.

It is not necessary to respond to this report, but you are encouraged to supply any additional comments or information that might prove useful in our continuing review of the Oconee emergerncy electrical system.
