FINAL REPORT - OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 EMERGENCY ELECTRICAL POWER SYSTEM (TAC NOS. MA0886, MA0887, AND MA0888)

Dear Mr. McCollum:

In August 1995, the Office of Nuclear Reactor Regulation (NRR) undertook a formal review of the Oconee Nuclear Station, Units 1, 2, and 3 (Oconee), Emergency Electrical Distribution System (EDS). The purpose of the review was to assess the overall relliability of the Oconee emergency power system (EPS) as it currently exists and determine whether any additional staff actions might be required to address unacceptable vulnerabilities or risks that may exist in the design or operation of the system and the standby shutdown facility.

NRR published a draft report on July 8, 1996, and an interim report on March 17, 1998. Duke Energy Corporation (Duke) supplied comments on both reports. In addition, Duke conducted tests and provided engineering evaluations in response to staff concerns and questions related to the design and capability of the emergency EDS at Oconee. The staff appreciates your efforts and the cooperation of Duke's personnel.

Our final report of the Oconee emergency EDS is enclosed. As a result of the review, the staff did not identify any vulnerabilities in the design or operation of the Oconee EPS or standby shutdown facility that would require immediate corrective actions to be taken. The report does, however, contain recommendations that Duke may wish to evaluate. With the issuance of the final report, the staff's review is complete. The staff does not intend to revise this evaluation based on plant changes, related plant events, technical reviews performed by Duke, or additional details of the plant that may come to light in the future. Any such activity would be outside the scope of this review.
