STATUS OF PREPARATION OF EMERGENCY POWER SYSTEM REPORTS OCONEE NUCLEAR STATION UNITS 1, 2, AND 3 (TAC NO. M93550)

Dear Mr. Hampton:

By letter dated July 8, 1996, the NRC issued draft reports from the Office of Nuclear Reactor Regulation (NRR) and the Office for Analysis and Evaluation of Operational Data (AEOD) for your comments. These draft reports contain analyses and recommendations regarding the testing, operation, design and reliability of the Oconee emergency power system and Standby Shutdown Facility. By letter dated October 31, 1996, you submitted a detailed response to the draft reports.

On January 2-5, 1997, a functional test was performed that was designed to demonstrate the adequacy of the emergency power system. By letter dated January 30, 1997, you outlined your schedule for submitting the results of the test. The first report, consisting of the functional test data and analysis, will be submitted by April 30, 1997, and the final report, consisting of a review of the CYME computer model, by December 31, 1997.

At present, the staff is reviewing the information you supplied in your letter of October 31, 1996, in order to close as many issues as possible. When the functional test data are received, they will be used to further address the issues. The results will be used to generate final documents addressing the issues and summarizing the acceptability of the Oconee emergency power system.

Since completion of these documents is dependent upon receipt of your April 30, 1997, submittal, it is expected that our review will be completed by May 30, 1997. In addition, since your information related to the CYME model will not be available for staff review until December 31, 1997, a supplement is planned to be issued by January 31, 1998, to document the results of our review of this information.

We fully expect that the result of this activity will close out most-of the issues; i.e., issues for which sufficient documentation and evidence exist for resolution. There will, however, be a small number of issues that cannot be closed out in these reports. For example, tests related to the concern of the adequacy of the reactor coolant pump seal flow when initiated from the Standby Shutdown Facility are planned, but will not be performed for all three Oconee units until the next Unit 3 refueling outage. Issues such as these will be addressed separately when the information is received and evaluated.

These actions will, therefore, be reviewed on a separate schedule from those addressed in this letter.
