ST. LUCIE PLANT, UNIT NO. 2-SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION REGARDING LICENSE AMENDMENT REQUEST AND EXEMPTION REQUEST REGARDING THE TRANSITIONING TO AREVA FUEL (TAC NOS. MF5494 AND MF5495)

Dear Mr. Nazar:

By letter dated December 30, 2014 (Agencywide Documents Access and Management System Accession No. ML15002A091 ), Florida Power & Light Company (FPL) requested an amendment to the Technical Specifications (TSs) of Renewed Facility Operating License No. NPF-16 and requested an exemption from the regulation for St. Lucie Plant, Unit No. 2 (SL-2). The proposed amendment would revise the TSs to allow for the use of AREVA fuel at SL-2. Additionally, pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Section 50.12, FPL requests an exemption from the provisions of 10 CFR 50.46, "Acceptance criteria for emergency core cooling systems for light-water nuclear power reactors," and Appendix K to 10 CFR Part 50, "ECCS Evaluation Models," to allow for the use of M5 fuel rod cladding in future core reload applications for SL-2.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this license amendment and exemption request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any information insufficiencies that are readily apparent in characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with 10 CFR 50.90, an amendment to the license (including the TSs) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. The regulation in 10 CFR 50.34 addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment and exemption in terms of regulatory requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that FPL supplement the application to address the information requested in the enclosure by March 23, 2015. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.

The information requested and the associated timeframe in this letter were discussed in a conference call with Mr. William Cross of your staff on March 4, 2015.

Justification tor the applicability of the legacy control rod ejection methodology, XN-NF-78-44, "A Generic Analysis of the Control Rod Ejection Transient Pressurized Water Reactors," October 1983, to the Combustion Engineering (CE) 16-by-16 fuel.

Justification for the applicability of BAW-10133P-A, Revision 1, and Addenda 1 and 2, "Mark-C Fuel Assembly LOCA [Loss-of-Coolant Accident]-Seismic Analysis,"

October 2000, to the CE 16-by-16 fuel.
