. Gal UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 December 23, 2014 Mr. Michael P. Gallagher Vice President, License Renewal Projects Exelon Generation Company, LLC 200 Exelon Way P.O. Box 500 Kennett Square, PA 19348

SUBJECT:

NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 54 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING BYRON STATION, UNITS 1 AND 2 (TAC NOS. MF1790 AND MF1791)

Dear Mr. Gallagher:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 54 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating licenses NPF-37 and NPF-66 for an additional 20 years of operation for Byron Station, Units 1 and 2 (Byron).

Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The accession number for draft Supplement 54 to the GElS is ML14357A042. In addition, the Byron Public Library District, 100 S. Washington St.,

Byron IL 61010 has agreed to make the draft supplement available.

As discussed in Chapter 5 of the draft supplement, the preliminary recommendation is that the adverse environmental impacts of license renewal for Byron are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) Exelon Generation Company, LLCs (Exelon)

Environmental Report; (3) consultation with Federal, state, local, and tribal agencies; (4) the staff's own independent review; and (5) the staff's consideration of public comments received during the scoping process.

Public meetings to discuss the findings of the draft SEIS will be held on February 3, 2015, at Byron Forrest Preserve, 7993 North River Road, Byron, Illinois 61010. The first session will convene at 2:00 p.m. and will continue until 4:00 p.m., as necessary. The second session will

M. Gallagher convene at 7:00 p.m. and will continue until 9:00 p.m., as necessary. An NRC meeting notice will be published to provide more details about these public meetings.

A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.

If you have any questions regarding this matter, please contact Ms. Lois James, Project Manager, for the environmental review of the Byron license renewal application, by telephone at 301-415-3306 or by e-mail at Lois.James@nrc.gov.

Sincerely,

/RA Elaine Keegan for/
